A Reuters review of more than 50 tender documents posted over the past year on publicly available Chinese databases revealed that at least 11 Chinese organizations have sought to circumvent U.S. restrictions by leveraging cloud computing services, including Amazon Web Services (AWS), through intermediaries. Among the entities, Zhejiang Lab and Shenzhen University were noted for utilizing AWS cloud servers, which are powered by advanced Nvidia A100 and H100 chips. These chips have been central to the U.S.’s export restrictions aimed at limiting China’s AI capabilities, particularly in military applications.
