What happened? OpenAI released a 15-page “Economic Blueprint,” aimed at guiding U.S. AI policy as it seeks to strengthen its influence in Washington amid political shifts.
What are the suggestions? Key recommendations include establishing uniform federal AI regulations to avoid conflicting state policies, supporting AI innovation in public institutions, and empowering states to become AI hubs based on regional strengths—like Kansas focusing on agricultural AI. OpenAI also suggests boosting federal investments in data centers and energy infrastructure to sustain AI growth.
BIDEN STIRS AI CONTROVERSY IN FINAL DAYS 🫡

What happened? A week before Trump’s inauguration, the Biden administration has proposed new export rules for advanced computer chips crucial to AI, aiming to balance national security with economic partnerships. This proposal builds on current export restrictions to China.
What is the proposal? The proposed rules would limit chip exports to 120 countries, though key allies like Canada, Japan, and the UK would face no restrictions. Companies in non-allied nations could face strict limits on their purchases. The framework seeks to prevent adversaries, like China, from accessing high-powered chips that could advance military technologies. The proposal includes a 120-day review period, meaning the incoming Trump administration could revise the rules if they choose. The outcome of these proposed restrictions could significantly impact U.S. leadership in AI, as competitors like China aim to close the technological gap.
“As AI becomes more powerful, the risks to our national security become even more intense. [The framework] is designed to safeguard the most advanced AI technology and ensure that it stays out of the hands of our foreign adversaries but also enabling the broad diffusion and sharing of the benefits with partner countries.”
Why is there controversy? Industry leaders, including the Semiconductor Industry Association (SIA), have raised concerns, warning the policy could disrupt global supply chains and disadvantage U.S. companies. SIA President and CEO John Neuffer stated, “The new rule risks causing unintended and lasting damage to America’s economy and global competitiveness in semiconductors and AI by ceding strategic markets to our competitors.” Nvidia added, “Although the rule is not enforceable for 120 days, it is already undercutting U.S. interests.” Critics also argue that the restrictions could impact industries beyond national defense, such as gaming and cloud computing.
